WHY DOES RISD NEED AN ATTENDANCE CREDIT ELECTION?
Due to the increase in property values in recent years, Royal ISD is now deemed a property-wealthy district by state standards and is required to reduce its property tax wealth through the state funding system commonly called “Recapture” or “Robin Hood.”
WHAT IS AN ATTENDANCE CREDIT ELECTION?
A state-required, one-time election that asks voters to allow Royal ISD to reduce its property tax wealth through the purchase of attendance credit. These payments are commonly referred to as "recapture payments".
